<abstract><title style='display:none'>Abstract</title>Defence organisations are unique in that they comprise integrated military and civilian personnel working in partnership with each other (e.g., in headquarters, on bases, on missions, in academic settings). Many defence civilians are supervised by military supervisors and managers, while others are themselves responsible for managing military personnel. At the same time, despite often high levels of partnership and integration, military and civilian personnel are governed by very different personnel management systems, and have distinct cultures. These factors can affect the nature and quality of the collaboration and influence personnel outcomes and organisational effectiveness. Indeed, defence organisations are increasingly recognizing the importance of optimizing integration between their military and civilian workforces, with many adopting organisational terms implying that the military and civilian workforces form a cohesive whole: the <italic>Defence Team</italic> (Canada), the <italic>Whole Force Concept</italic> (United Kingdom), <italic>One Defence Team</italic> (Sweden), and <italic>Total Defence Workforce</italic> (New Zealand).This paper presents results from the Military–Civilian Personnel Survey (MCPS), which was administered in 11 nations as part of a NATO Research Task Group on the topic of military-civilian personnel collaboration and integration (NATO STO HFM RTG-226). This survey was the first systematic examination of large samples of military and civilian respondents, and the first to examine military–civilian relations from the perspective of both military and civilian personnel. The results presented here are based on three open-ended questions included in the survey, which asked respondents to identify 1) the most important factors for establishing and maintaining positive military-civilian personnel work culture and relations, 2) the challenges of working in a military-civilian environment, and 3) the main advantages of working in a military-civilian environment. Results of 5 nations, including Canada, Netherlands, New Zealand, Sweden, and the United Kingdom (<italic>n</italic> =1,513 military respondents and <italic>n</italic> = 2,099 defence civilians) are presented. Results indicate that mixed military-civilian work environments present both unique challenges and advantages, and identified the factors considered to be important for enhancing integration and collaboration between military and civilian personnel. Integrated defence workforces: Challenges and enablers of military–civilian personnel collaboration

<abstract><title style='display:none'>Abstract</title> The growing importance of cyberspace to modern society, and its increasing use as an arena for dispute, is becoming a national security concern for governments and armed forces globally. The special characteristics of cyberspace, such as its asymmetric nature, the lack of attribution, the low cost of entry, the legal ambiguity, and its role as an efficient medium for protest, crime, espionage and military aggression, makes it an attractive domain for nation-states as well as non-state actors in cyber conflict.This paper studies the various non-state actors who coexist in cyberspace, examines their motives and incitements, and analyzes how and when their objectives coincide with those of nation-states. Literature suggests that many nations are currently pursuing cyberwarfare capabilities, oftentimes by leveraging criminal organizations and irregular forces. Employment of such non-state actors as hacktivists, patriot hackers, and cybermilitia in state-on-state cyberspace operations has also proved to be a usable model for conducting cyberattacks. The paper concludes that cyberspace is emerging as a new tool for state power that will likely reshape future warfare. However, due to the lack of concrete cyberwarfare experience, and the limited encounters of legitimate cyberattacks, it is hard to precisely assess future effects, risks and potentials. </abstract>

Non-State Actors in Cyberspace Operations

<abstract><title style='display:none'>Abstract</title> The effectiveness of a coaching process called Deep Lead, deriving from the leadership training of the Finnish Defence Forces, has not been studied efficiently in different civil organisations. This article presents an insight into the effectiveness of this coaching method in two different work communities (PVO-Vesivoima and TAC Finland Inc. Service). The main research question in this article is how to ensure the effectiveness of this particular type of leadership coaching / training. To achieve the best possible results, methodological triangulation was needed in this survey. In this article, two contributing models were introduced (figures 2 and 3) for examining coaching or training effectiveness. By means of these, it can hopefully be examined in the future whether the coaching / training process remains to be a cost, or whether it is an essential investment for the work communities. According to the leadership coaching effectiveness research results of the study at PVO-Vesivoima, such areas as co-operation, interaction and feedback culture were strengthened. As a conclusion, it can be stated that this leadership coaching process works as a practical leadership tool for management in developing the work community both internally and externally. Another example was a work community (TAC Finland Inc Service) that aimed to improve customer satisfaction, evoke know-how, and improve profits by using the deep lead -coaching method. According to the research results, remarkable improvements were accomplished in every field mentioned compared to the time preceding the leadership coaching process or the beginning of the leadership coaching process. In both examples, results were studied using different indicators, different time spans, different methods, and by different reports done by different people. As an outcome of these researches, the leadership coaching process was considered to be effective in PVO-Vesivoima and in TAC, and in the conclusion a practical description of leadership coaching / training or other educational intervention verified on an individual level is introduced. </abstract>

Deep Leadership Coaching Effectiveness

<abstract><title style='display:none'>Abstract</title> Decision making process is a process which includes decision makers, actors, environmental factors, objectives, strategies and criteria. In competitive environments, effectiveness of decision process depends on determining all environmental factors and evaluating them according to objectives. Decision makers aim to find optimal strategies for conflicting objectives. Game theory is an approach based on mathematics in which strategies of players are evaluated reciprocally by considering environmental effects.In this study, a two-person zero-sum game approach is presented for choosing optimal strategies of actors in competitive environment by balancing objectives reciprocally. This approach refers to evaluation of each objective, creation of decision payoff matrixes by using fuzzy logic mathematical applications and their transformation to final decision payoff matrix subsequently. Finally, optimal strategies and their probabilities are found. A military case study is presented for illustrating the application of proposed approach.</abstract>

A Two Person Zero Sum Game Oriented to Integration of Objectives

<abstract><title style='display:none'>Abstract</title>The article analyses how the boundaries of postmodern military organizations are changing and how these evolutions affect their relations with the civilian society. The case of the Belgian Defence and the deployment of its military personnel in the streets are used as a case study to illustrate this transformation. Since January 2015, in response to the imminent terrorist threat in Belgium, military units have been deployed in support of the police to monitor sensitive areas, guard buildings and patrol the streets. The article analyses, first, how the population reacted to these new “proximity” roles and, second, the impact of these homeland deployments on the expeditionary readiness of the Belgian Defence and its capacity to carry out its primary missions.The empirical analyses are, based on several quantitative and qualitative surveys, carried out among the Belgian population and the personnel of the Belgian Defence. In particular, the impact of the evolution of the public’s support over time on the blurring of the traditional roles of the military and the use of the military for internal security tasks is analysed.</abstract>

Boots on the streets: a “policization” of the armed forces as the new normal?

Napoleon harnessed unlimited enmity to transform wars from limited ones to unlimited ones. Accordingly, Clausewitz developed the Trinity to describe this source of power. However, the increasing destruction due to interstate wars has led to a decrease in this type of conflict. At the same time, there has been an increase in partisan wars. The Trinity cannot explain partisan victories or state defeats. Using social psychology to explain the relationship of the partisan to the group, this research shows how partisans harness unlimited enmity to engage in existential wars. Furthering Clausewitzian philosophy, a new analogy, the singularity, is created to describe this power. Implications and conclusions drawn are at the end of the paper.

A counterforce strategy intends to destroy an adversary’s nuclear arsenal. However, hardening, defences and mobility have made nuclear-delivery systems less vulnerable. Nations may consider limited attacks with one or a few weapons that would not significantly deplete their weapon stockpile or alter the overall nuclear balance. We propose an approach to evaluate limited strikes with regard to military, political, economic and societal aspects. We discuss potential responses along with their compliance to the Law of Armed Conflict (LOAC). We contend that a response should be generally proportional, meaning sufficient to achieve deterrence in the hope of avoiding escalation. Responses that greatly exceed the attacker’s inflicted damage will be perceived as unjust and, if executed, may escalate the conflict. Similarly, declared responses that inflict considerably less damage may not be sufficient to deter since the attacker would end the initial exchange in a better relative position between the adversaries. We conclude that deterrence is improved with a range of nuclear capabilities. Countries limiting responses to only military targets based on a strict interpretation of the LOAC may not have a viable response to deter some types of limited nuclear attacks.

This study investigated the relationship between traumatic experiences during peacekeeping operations in Lebanon (UNIFIL) between 1978 – 1998 and post traumatic growth (PTG), recalled and measured 17-38 years after, in a sample of 11 633 Norwegian military. Specifically, the study investigated how victim traumas (lethal danger) and moral traumas (moral failure) related to PTG, measured by the Posttraumatic Growth Inventory (<xref ref-type="bibr" rid="j_jms-2023-0003_ref_009">Cann et al., 2010</xref>). Emotional distress experienced during the traumas served as a potential mediator of this relationship, and leadership by closest superior a potential moderator of the mediation. The results showed a significant positive relationship between number of victim traumas and PTG, while number of moral traumas did not contribute to explain variance above this effect. The trauma - PTG relationship was partially mediated by emotional distress, but authentic- and laissez faire leadership did not moderate this mediation. In sum, the veterans with most traumatic experiences, as recalled 17-38 years later, had higher PTG, and emotional distress related to trauma mediated this growth. The findings indicate that traumatic experiences may represent a resource for growth and subsequent hope for recovery. Given the retrospective study-design which might have hindered accurate measurement of PTG, advice on future research approaches is included.

This study examined whether the Coast Guard and Maritime Transportation Act of 2006 affected the United States (US) Coast Guard performance characteristics with respect to incident response. The periods analyzed consisted of a decade before versus a decade after implementation of the legislation. Using analysis of variance (ANOVA) and the <italic>p</italic>-value approach (<italic>p</italic> &lt; 0.05), six hypotheses were tested to determine whether statistically significant differences in response attributes existed during the 10 years before versus the 10 years following the passing of the legislation. Four significant hypothesis-testing outcomes represented differences in the number of incidents, incident responses, cumulative lives lost, and lives lost after notification.

A quantitative analysis of the impact or consequences of the US Coast Guard and Maritime Transportation Act of 2006

<title style='display:none'>Abstract</title>
Retaining qualified personnel is a priority for armed forces, and turnover presents a serious problem. This study uses job embeddedness theory to investigate embeddedness factors, predictability and work–life conflict as predictors of turnover intentions in commissioned officers (COs) and non-commissioned officers (NCOs) in the Royal Norwegian Navy. The study posits that career prospects, community fit, organisational fit and organisational links embed personnel and are associated with a reduction in turnover intentions. In addition, the study proposes a mechanism whereby personnel who experience a predictable work schedule have better work–life balance and subsequently lower turnover intentions. Predictability in turn is hypothesised to be associated with the possibility of flexible hours. Using structural equation modelling, we find that embeddedness factors predicted turnover intentions for both personnel categories, but career prospects were the only significant embeddedness factor for NCOs. Predictability was associated with a reduction in turnover intentions via work–life conflict for both groups. In addition, flexible hours showed an effect on work–life conflict for both groups, but through different mechanisms. Overall, the results point to differential actions to reduce turnover between COs and NCOs in the armed forces and conclude with a priority list for actions to reduce turnover in each personnel group.

Examining the roots of turnover intentions in the Royal Norwegian Navy, the role of embeddedness, work-life conflict and predictability

<title style='display:none'>Abstract</title>
In human intelligence, a verbal statement from a source is seldom 100% true or false, and not very often is the source a total liar or a truth teller. From this standing point, a simple dichotomy of a liar or a truth teller might not offer an adequate diagnostic value for the purposes of human intelligence. A more diagnostic approach would be to assess which parts of the predominantly truthful verbal statement are likely to be true and which parts are assessed to be doubtful. In addition, the use of two parallel methods to detect deceit should improve the diagnostic value of the results. A pilot study in laboratory conditions (<italic>n</italic> = 8, yielding 190 assessment points) utilising an applied mock crime scenario was conducted. Correlation calculations showed that a dual-method approach slightly improved the within-statement truth accuracy, and it was achieved mainly by decreasing the number of false positives. As the truth accuracy was increased, the lie accuracy within the test group slightly decreased. The results confirmed that by applying parallel orienting response (EDA) and cognitive load (speech-related indices)-based assessment methods, it is possible to detect embedded lies successfully in an information-gathering interview setup.

This article reports findings from an empirical investigation of the generalization captured in the aphorism that ‘god is on the side with the biggest battalions.’ Departing from the focus on major or decisive battles in previous studies, this quantitative analysis using ordered logit and ordinary least squares regression of two data sets of 945 and 823 large, medium and small engagements between the armies of France and its enemies during the Wars of the French Revolution and Napoleonic Wars from 1792 to 1815 reveals that a preponderance of numbers was positively associated with victory but also higher casualties.

<abstract><title style='display:none'>Abstract</title> In order to optimize recruitment and the overall outcome of educational programmes, it is crucial to understand personal determinants of achievement. While several cognitive abilities and skills individually predict performance in academic and professional settings, it is less clear how personality translates into performance. This study addresses the impact of the Big Five personality trait, conscientiousness, on academic performance and instructor performance ratings and examines the mediating role of self-efficacy. Analysis of longitudinal data (Time 1: n = 166 (conscientiousness); Time 2: n = 161 (self-efficacy); Time 3: n = 136 (military performance) and n = 156 (academic performance)) from three military academies in Norway showed that conscientiousness was related to both military and academic performance. Moreover, self-efficacy emerged as a partial mediator for the relationship between conscientiousness and performance. </abstract>

The impact of personality and self-efficacy on academic and military performance: The mediating role of self-efficacy

<abstract><title style='display:none'>Abstract</title> This study investigated the moderating role of intrinsic motivation for military studies on the relationship between academic self-efficacy and change in perceived military competence. We present two concurrent hypotheses based on theoretical interaction effects of intrinsic motivation. Data from 245 cadets from three military academies revealed a positive relationship between self-efficacy and an increase in perceived military competence only for cadets with lower levels of intrinsic motivation. This suggests that, with lower intrinsic motivation, beliefs about one’s capabilities to organize and take courses of action to attain certain goals may make a crucial difference in cadets’ compliance to exert effort to increase their military competence. In contrast, self-efficacy seems less important for increased perception of military competence in cadets with higher intrinsic motivation. These cadets probably increase their military competence mainly as a result of the pleasure they gain when engaging in educational activities. Implications for theory and practice are discussed. </abstract>

The relationships between academic self-efficacy, intrinsic motivation, and perceived competence

<abstract><title style='display:none'>Abstract</title>This article focuses on military role identity by assessing the relations between demographic variables and warrior and peacekeeper role identities and by examining the potential influence of these role identities on self-esteem, organizational commitment and organizational citizenship behavior (OCB) in a cross-national sample. A questionnaire was distributed to military members in four participating countries: Belgium, Estonia, Canada and the Netherlands (<italic>n</italic> = 831). The findings show that demographic variables (i.e., age, gender, marital status and unit) are related to military role identity, and that military role identity predicts self-esteem, organizational commitment and OCB. In particular, multiple regression analyses demonstrate that peacekeeper role identity predicts self-esteem, organizational commitment and OCB, whereas warrior role identity only predicts organizational commitment and OCB, and further, that peacekeeper role identity is a stronger predictor of the outcome variables measured. The theoretical and practical implications, including providing commanders with information to assess their units’ mindsets, and mechanisms to improve self-esteem, commitment, OCB, are discussed. Finally, the limitations of this study and its potential for future research are described.</abstract>

Warrior and peacekeeper role identities: associations with self-esteem, organizational commitment and organizational citizenship behavior

<abstract><title style='display:none'>Abstract</title>A dynamic time-separated lean–agile spare part replenishment system can prove beneficial to the army by being efficient (cost saving) during peace and effective (assured availability) during war. The logistics echelons must have certain attributes in order to implement such a dynamic replenishment system. The purpose of this article is to identify the factors/attributes that are necessary in a spare part replenishment system of vehicles and weapon platforms in order to implement a time-separated lean–agile strategy through a systematic literature review. Furthermore, the article will investigate the impact of these factors/attributes, individually and collectively, on overall system performance. This will enable logistics managers to focus only on the factors that have greater impact on the system. A model explaining the effects of various contributory factors/attributes on the overall logistics system has been developed through a comprehensive literature review, experts’ judgments and inputs from practising logisticians in the military field. The article then models the system using a Bayesian belief network (BBN) on Netica software. After the development of the model using Netica, a sensitivity analysis based on the mutual information criterion is conducted to identify the critical factors that most significantly affect a dynamic lean–agile spare part replenishment system. The study addresses the identified need of applying BBN to model an uncertain and complex military logistics domain.</abstract>

<title style='display:none'>Abstract</title>
The vision of network-centric operations is to increase operational capabilities through networked collaboration. NATO and its member nations state this vision in strategic documents at a very high level of abstraction. While suitable for giving an overall feel, current documentation renders the steps toward implementing those visions largely unsupported. We outline a method that is based on agile requirements engineering, for converting high-level strategic visions into capabilities whose forms lend themselves to incremental implementation. We illustrate the use of this method in two cases that deal with both operational capabilities and technical capabilities. We also show how the method enables one to prioritise which capabilities to develop first. We conclude that it is necessary to formulate and implement some form of explicit methodology with which to span the gap between strategic visions and an effective implementation of those visions.
