Cite

Local self-government and local administration are priorities of the democratic development of the Bulgarian society. To realize this control, local authorities have the power to decide, in a generally binding way, every local issue that is not within the jurisdiction of another state body. The role of local authorities in the state and society points to the effectiveness and legality of their rulemaking.
