<abstract xmlns="http://www.w3.org/1999/xhtml">The article highlights the key moments during the evolution of the prefect institution in Romania and it analyses the recent proposals of reorganization that aim to transform the prefect statute from high ranked civil servant to dignitary.In addition, the principle of deconcentration is detailed and a scenario of reforming the prefect institution is proposed, by analyzing the applicability of this principle within the administrative practice of Romania.The article analyzes the duties of the prefect institution, the possibility of transferring them to other entities and the appropriateness of maintaining this institution.</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml">The research described in the paper at had approaches the interaction between the bio-signal and the remote movement control, by introducing an original mathematical model, regarding the psychophysiological inference from the EDA response bio-signals. The experiments were performed using an adequate design, consisting of two different techniques regarding bio-signals, in order to obtain, in variables corresponding to each of them, the same type of electrical behaviour. In order to establish the projective functions, a direct measurement method was used on the levels of potential in the epidermis’s alternative current, of base-(SPL) and response-type (SPR), the acquisition being executed with an integrated technical system, patented by the author in year 2013.The statistical study targets the correlation analysis of the action of multiple stimuli on the EDA functions, respectively the analysis of the multiple correlations between the EEG and EDA patterns. Necessary in sending the remote command and control of a movement, this correlation in the electrical signal can be implemented in the BCI-type systems, offering superior possibilities of using the bio-feedback systems.</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml">Every public sector reform must promote ethics in the eyes of the citizens. One of the most notorious examples of successful modernization of public sector institutions in Macedonia is the effective reform of the Agency for Real Estate Cadaster. Thus, the main objectives are concentrated around examining ethics as very important aspect in the overall results of the implemented reforms within the Agency. The scope of the research is to clarify these objectives and depends on the knowledge that already exists in the research literature on the Macedonian Agency for Real Estate Cadaster. Therefore, the research methodology relies on observation and content analysis of various governmental documents and research papers. The research results show that the successful implementation of the E-cadaster system enabled new sophisticated dimension in the delivery of e-services to the public (notaries, geodetic companies and municipalities), but most importantly, to the citizens. The accent was on ethical issues when communicating with citizens. The role of public managers has been of tremendous help in fostering ethical behavior within and outside the Agency. However, periodical citizen surveys showed mixed results about the work of different Agency’s units located in different municipalities. As in the past, there are still cases of unethical behavior of managers and employees in the Agency. The conclusions impose valuable implications for future academic and practitioner research in the field. It seems that there is no “perfect” public organization when it comes to ethics. Moreover, it seems that human nature can not always get in line with the Weberian organizational hierarchy.</abstract>

Ethical behavior within the public cadaster in Macedonia: Is there a “light” at the end of the “Tunnel”?

<abstract xmlns="http://www.w3.org/1999/xhtml">Smart City as a concept presupposes using new information and communication technologies in order to improve the quality of life within a particular geographic area. There are six different pillars in the frame of this concept and their one purpose is to achieve better efficiency of city operations. Smart mobility and transport are some of them. The efforts of traditional cities to become smart are not easily and quickly achievable. Numerous traffic solutions have already been implemented in different cities all over the world that make the ‘jump’ from traditional city to smart city. This paper provides an overview of the ‘smart’ transport solutions that have been implemented in the city of Skopje as a traditional city, which is on its way to becoming a smart city.The presented smart solutions are related to traffic management and control area and are aimed at alleviating traffic problems. The focus is on non-motorized solutions, e-vehicles, adaptive traffic control systems and public transport solutions. Several aims have been set in this paper – to promote the achievements of the municipality of Skopje aimed at transforming Skopje into a smart city in a transport area; to present its functionality, and to point out the disadvantages related to law regulations and the interconnection of all stakeholders involved. Finally, the idea is to provide a starting point for future research and to recommend future steps in this direction in the city of Skopje.</abstract>

Smart Cities: Transport Challenges of the Macedonian Capital City

<abstract xmlns="http://www.w3.org/1999/xhtml">The paper presents the different definitions of innovation; the objective of the research being that of creating a theoretical model building on the previous work of several authors. The aim of the research is to define the different models, classifications and definitions of innovation. In this article we made use of a wide range of bibliographical sources on innovation, efficiency and also used comparative analysis of innovation definitions. Theoretical concepts were studied as well. The approach was constructed based on theoretical models of innovation definitions and used the technology and market perspectives. The main methods employed were comparative analysis of definitions of innovation and the creation of a model of innovation. It has been emphasized in the literature that the role of innovation is very important for making decisions regarding investment projects or investments for production. Innovation can bring benefits such as saving time, costs, and products and use them more effectively. Nowadays in the world, innovation is one of the most important factors of economic development, production, creation of a variety of products and in making management decisions. Innovation activity stimulates and has a positive effect also in investment activity.Innovation is the core action for the development and productivity of any economic activity. Investment activity and its results are directly dependent on the type of innovation that has been used. An important range of literature sources refer to innovation efficiency measurement criteria, which are in most cases related to product, technology (process) and market. The use of a number of different measurement indicators is leading to the need for further examination of the innovation-business performance relationship. Our findings have let us distinguish five major groups of criteria where various factors could be allocated. To the three groups (product, market and process) we allocate two additional groups: finance and management. Innovation plays an important role in the efficiency of investments in an organization, forms of business activity and state policy in the field of business and design.</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml">Taking into consideration that the development of strong partnerships involving local citizens, civil society, the local economy and the various levels of government is an indispensable element for an Integrated Sustainable Urban Development, our paper is focusing on the role of an appropriate urban networking in the relationship with the objectives of a smart city. In this context, the Romanian good practices - as Oradea city - are worth to mention. In compliance with Europe 2020 Strategy’s objectives there will be discussed the particularities of urban networking in order to strengthen the resilience of cities, and to ensure synergies amongst the investments supported by European Structural and Investment (ESI) funds. According to economic literature the urban network is not a funding instrument but a way for cities to share feedback on the use of these new approaches. The estimated results of our research are related to the conclusion that the urban networks act as a forum for capacity building and exchange between the cities pioneering new techniques and developing integrated investments.</abstract>

This article offers an application of this type of model on Romanian stock market, the Markowitz model, by focusing on portfolios comprising three securities, and determining the efficient frontier and the minimum variance portfolio.</abstract>

HOLISTICA – Journal of Business and Public Administration

HOLISTICA Journal of Business and Public Administration has been the result of the authors’ need to approach the ‘in integrum’ phenomena, processes and structures in different specializations. The complexity of socio-economic life is a sine qua non that determines specialists to pay more attention to the influence of its parts as a whole, to configure and reconfigure the whole process through modifying its parts. The multitude of relations and interdependences between the economic, social and political environments create the context for integrated multidisciplinary and interdisciplinary analyses, in which specialists from various thematic areas could offer solutions to current issues.  Starting from the definition of the term holism – a conception which interprets the thesis of the irreducibility of the whole to the sum of its parts, considering an immaterial, unknowable principle as an ‘integrating factor’ in the world (DEX), the journal aims to gather scientific and methodological research, viewpoints that would explain the behavior of the specific components and their effects on the whole.
