The development and normalization of cyberspace enabled redefining the norms of human cohabitation. In the first phase of development, this concept of social interaction has favoured for the first time in history the possibility for people to document and express themselves freely. This could be done under the protection of anonymity without them being afraid of any possible consequences. The subsequent evolution has invalidated the enthusiasm of the “founding fathers” regarding these ideas, but has contributed significantly to the development of trade and technological innovation</abstract>

Cyberspace - the new dimension of human interaction

<abstract xmlns="http://www.w3.org/1999/xhtml"> A number of methods and techniques for determining “effective” solutions for multiple objective linear programming problems (MPP) have been developed. In this study, we will present two simple methods for determining an efficient solution for a MPP that reducing the given problem to a one-objective linear programming problem. One of these methods falls under the category of methods of weighted metrics, and the other is an approach similar to the ε- constraint method. The solutions determined by the two methods are not only effective and are found on the Pareto frontier, but are also “the best” in terms of distance to the optimal solutions for all objective function from the MPP. Obviously, besides the optimal solutions of linear programming problems in which we take each objective function, we can also consider the ideal point and Nadir point, in order to take into account all the notions that have been introduced to provide a solution to this problem</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml"> The Wales Summit in 2014 has meant a shift in paradigm in terms of defense expenditures for NATO member states. This was the case not just because of the general consensus that at least 2 % of the national GDP would be spent on defense, but also because another stipulation was that from that 2 %, at least 20 % would go on equipment acquisition and procurement. With new requirements on expenditures new strategies for defense planning have been implementing. Connecting contributions to capabilities through resource management is a new challenge for MoDs of NATO Members States. It is the aim of this paper to analyze how the Romanian national MoND has developed its own capabilities since 2014 and how the options for the years to come look in terms of defense spending, defense planning and resource allocation</abstract>

Planning Economic Contributions and Resource Allocation for Military Capability Development – The Case of Romania –

<abstract xmlns="http://www.w3.org/1999/xhtml"> During last year North Korea has made almost daily headline. Topics such as the strongest nuclear test, tests of missiles from medium range ballistic missiles (MRBM) to intercontinental ballistic missiles (ICBM), readiness to retaliate to any possible U.S. attack, appeared frequently. In addition, the reaction of U.S. president D. Trump about American readiness to solve the issue, sending armada or reacting with fire and fury, were also covered by media all around the world. With these developments a possibility of nuclear war was discussed for the first time since the end of Cold War. This article aims to look closer to the reasons of North Korean behaviour, not only in last few years but within the contest of the concept of strategic culture. This concept has been used to explain behaviour of powers mainly, but the article aims to prove it is a viable tool to explain the motives and perceptions of any state in international system. The article aspires to conclude that the North Korean foreign and security policy is necessary to perceive in more complex picture. The current situation in North Korea is a result of combination of several factors that are determining and that have formed its perception of international relations</abstract>

North Korean strategic culture: survival and security

<abstract xmlns="http://www.w3.org/1999/xhtml"> Leisure sport activities have an important role inmaintaining health and physical fitness at adults, but also being more and more used for different other reasons like socialization, communication, making new friends and relationships, self-image, challenge etc. Our study focused on finding the main necessities of adults regarding leisure sport activities, discovering the real reasons of practicing sport activities in their free time. So, using the questionnaire method, we asked 204 adults of their real necessities regarding leisure sport activities and why they practice specific sports in their free time. The results showed that different sports are practiced for different necessities, so the practitioners of volleyball game highlighted the necessities of socialization and communication, the football practitioners had chosen movement and competition necessities as main reasons for practicing sport, basketball players elected affiliation and maintain health necessities as primordial, fitness or gym practitioners affirmed that main reasons for practicing sport activities are self-image and satisfaction necessities. The conclusions of the study were that indifferent of the sport that is practiced, leisure sport activities contributes in fulfilling the adult necessities and is an important way of maintain physical, social and psychological progress</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml"> The development of drones has been exceedingly rapid in the last few years. They can be used in many different areas of life, they are fit to solve a range of problems, in fact, in some fields they may open up new horizons. Besides their advantages, however, we must also see their downside. This article will focus on the development of these unmanned aerial vehicles and will elaborate on the regulations affecting the small-size devices, which are the most widespread. This section will be followed by the introduction of their potential use in law enforcement, with special focus on the protection of prisons. The paper will also discuss what hazards are involved in the illegal use of drones with regards to jails, and what response can be given to these new challenges.</abstract>

<abstract xmlns="http://www.w3.org/1999/xhtml"> In order to optimize the breathing apparatus in the open circuit for divers, theoretical calculus and numerical simulation of resistances specific to the potential flow of gas through the studied circuit were made. Respiratory gas flow simulation through three constructive versions of the second stage pressure reducer intake mechanism was done after modeling the respiratory air circuit through the two main restrictors: the first variable (between the seat and the piston) and the second fixed (the hole in the cylindrical piston). The results regarding the theoretical calculation and numerical simulation have been validated by experimental testing of two of the studied models. Experimental measurements were made on a tester at the Diving Center of Constanta's Hyperbaric Laboratory. The volume flow rate of supplied respiratory gas was recorded, together with the inspire depression that opens the mechanism, until the maximum flow rate for each constructive version. After validating the results of the theoretical calculation and numerical simulation on the two models, the conclusion is the same: the resistance decreases if the geometry of the cylindrical hole in the piston (the second fixed restrictor) changes in a conical hole</abstract>

The Scientific Bulletin is a double blind peer-review academic, biannually publication of the “Nicolae Balcescu” Land Forces Academy in Sibiu, issued in English language. It aims at presenting various approaches to the following domains: Military Sciences, Public Administration, Social and Humanities Sciences, Management, and Technical Sciences, with high relevance for the security and defence system. The Scientific Bulletin of the Land Forces Academy seeks to highlight, the results of the theoretical studies and scientific investigations carried out in the framework of national and international research grants and projects, as well as the contributions of leading personalities of contemporary national and international science.
