Spatial Differentiation of Synthetic Measure of Economic Security of Local Government. Case Study of Financial Variables of The Cities in The Eastern Poland Macro-Region

Abstract

In this article the authors focus on the element of security culture which is economic security. It is the ability of an economic system to use internal factors of development on a local level and international economic interdependence in such a way that it can guarantee its safe development. Stability and certainty of funding sources determine the scope and level of public services and tasks of a municipality that it fulfils. Economic security is a resulting category that allows to assess functioning of security culture from the perspective of local economy. The aim of the article is to provide determinants of shaping of economic security in Swietokrzyskie Voivodeship municipalities in the context of selected elements of financial management for 2010 and 2015. In the calculations the data of the Central Statistical Office (Local Data Bank) were used. The determined synthetic measure allows to arrange Swietokrzyskie Voivodeship municipalities according to the examined aspect. It gives the basis for evaluation of effectiveness of economic policy instruments that were applied in the past. They provide a comparative picture between the objects that were analysed, allow to indicate weaker and better areas of functioning of a unit.

Evaluation of the financial condition of the companies of transport and storage section in times of economic crisis - taxonomic analysis

Summary

The aim of the article is an evaluation of the financial condition of the companies of transport and storage section (section H) based on synthetic indicator in times of economic crisis. The first part of the paper discusses theoretical issues relating to the construction of synthetic measures. In the second part of the paper, a comparative study of the financial condition of the companies of transport and storage section in comparison with the financial condition of the companies in other sections was presented. This study was carried out on the basis of a synthetic financial condition indicator constructed with use of the model method.

Local Security as an Element of Local Development. Case Study of Infrastructure and Environmental Variables of The Cities in The Eastern Poland Macro-Region

Abstract

The authors in this article present performance of public administration which concerns a basic process developing in the context of dynamics of security culture phenomenon that involves the use of local potential (including infrastructure, natural environment, finance, human capital). The process of development of a region is multifaceted. It involves any changes that are implemented at different paces and with varying intensity in economic, social, technical and environmental areas. Local security is a resulting category that allows to assess functioning of local economy. The aim of the article is to provide determinants that shape security at the local level in the context of the selected elements of the region’s balance (infrastructure and environment aspects) by the case of Swietokrzyskie Voivodeship municipalities for 2010 and 2015. In the calculations the data of the Central Statistical Office (Local Data Bank) were used. The determined synthetic measure allows to make hierarchy according to the adopted variables. It supplies information on the examined category of objects. It provides a comparative picture between the objects that were analysed, allows to indicate weaker and better areas of functioning of a unit. As it is shown in the article it gives a basis for the assessment of the effectiveness of the instruments of local authorities policy that were used in the past. The carried out statistic studies confirm existence of disparities in financial condition (financial security) of municipalities.

Evaluation of Conditions Concerning the Development of Tourism. Investigation into the Basin of the Parsęta River

The article presents the results of multidimensional evaluation of conditions concerning the development of tourism in rural areas of Parsęta basin. For the purpose the synthetic measure has been applied in reference to 27 variables divided into two groups: suitable for tourism or investing.

Having conducted the analysis of the selected variables, the investigated area was divided into three regions: the seaside at the North with very good conditions for the development of the touristic function as its core function, the central region, highly diversified with only moderate touristic capabilities, and finally the southern region, the lake district, with adequate features for the development of tourism.

The TMAI Model – Performance Of Portfolios Constructed On The Base Of Correlated And Uncorrelated Financial Ratios

Abstract

The author studies portfolio performance. Companies are chosen to portfolios due to their position in the ranking that is constructed on the base of the chosen financial ratios. There are three rankings constructed on different number of financial ratios. Each ranking is constructed on the base of synthetic measure of development. The TMAI ranking is constructed on the base of 48 financial ratios, the TMAI_gr1 ranking is constructed on the base of 14 financial ratios that can be correlated and the TMAI_gr2 ranking is constructed on the base of 8 uncorrelated financial ratios. The author uses data of companies listed on the Warsaw Stock Exchange between 2005 and 2011. The rankings and portfolios are built separately for each year. As a result, it can be stated that the Portfolio 3 in the TMAI_gr1 ranking is the best portfolio for investors who are maximizing the Sharpe ratio.

Differences in development levels of urban gminas in the Warmińsko-Mazurskie voivodship in view of the main components of sustainable development

Abstract

The aim of this study was to evaluate various components of sustainable development (social, spatial-environmental, economic) in urban gminas (administrative region of the 3rd order in Poland) of the Warmińsko-Mazurskie voivodship (administrative region of the 1st order in Poland). The results were used to rank the analyzed gminas in terms of their sustainable development levels. The analysis was performed with the use of Hellwig’s composite measure of development. The results were used to determine the overall value of the composite measure, calculated as the median of composite measures for each of the three components of sustainable development. The above approach was used to rank gminas in view of their sustainable development levels.

Data for the analysis was supplied by the Local Data Bank of the Central Statistical Office and the Local Government Analysis System for 2010 covering 16 gminas in the Warmińsko-Mazurskie voivodship. The results of the analysis point to variations in the value of the main components of sustainable development in the evaluated urban gminas in the Warmińsko-Mazurskie voivodship.
