Municipalities And Health – Citizens' Expectations About Local Health Policies


The aim of this study was to explore citizens' expectations about local health policies in order to create an adequate strategy. Local authorities in many countries place health in the core of their strategic planning aiming to create and improve a health-supporting social and physical environment, as they usually have primary responsibility for planning and/or delivering many of the services that are crucial to addressing the social determinants of health. Local health policies are created in consultation with local health services, NGOs and citizens. The survey was conducted among 400 citizens of Pleven Municipality. Of these, 335 (83.75%) responded to the invitation. Information on health problems and determinants of health was collected through a direct inquiry survey. The majority of citizens considered the impact of environmental, educational, cultural and economic factors as well as public security on their health. They expected that more purposeful efforts of the local authorities be directed for improving living conditions and inequalities in health. The citizens are willing to work together with municipalities to create health policies, which reduce negative factors and increase positive ones. They are aware that local policies and decisions have a very significant impact on the economic, social and environmental factors affecting health and well-being and therefore municipalities play a key role in improving and protecting the health of their citizens.

Evaluation of financial performance of contributory organizations under the jurisdiction of municipalities

Public administration reform has brought about, inter alia, the change of financing of original and delegated competences for municipalities. In this context, the conditions for economy of local government have changed, while the pressure was put on municipalities to make more efficient use of their property to receive the greatest possible benefit in terms of economic, social and territorial development. A municipality can manage its own property, but it can also entrust it to the budgetary and contributory organizations. The Act no. 138/1991 Coll. indicates that the municipal authorities and organizations are required to manage municipal property in favour of development of municipalities and their citizens, and protection and creation of the environment. One of the possibilities for increasing the efficiency of property use is also financial analysis, eventually economic analysis. Analysis usually results in practical useful knowledge, creating the foundation for an objective definition of relevant conditions (factors) for the future capital appreciation in municipalities. The aim of this paper is to evaluate financial performance of contributory organizations under the jurisdiction of municipalities with help of selected indicators.

The Discussion of Possible Savings based on the Efficiency Argument in the Smallest Municipalities? The Case Study of the Vysočina Region


The unique municipality structure in the Czech Republic is one of the most interesting research topics in the Czech political space. The large number of municipalities with less than 1,000 or less than 500 inhabitants causes differences between Czech municipalities. There are differences in economic factors, differences in the development of municipalities, among other. All of these differences are discussed by experts, researchers and politicians in term of the efficiency of the smallest municipalities. The term ‘efficiency’ is used as the benchmark for a successful or an unsuccessful government. This research evaluates the argument of efficiency presented by Deborah Stone (2002). This argument was applied to the case of Kraj Vysočina, one of the regions with the largest number of the smallest municipalities in the Czech Republic. We analysed the selected argument of efficiency – economies of scale. Based on our quantitative analysis we have confirmed that evaluating municipalities through the prism of the economies of scale argument is not a good measurement of the efficiency of municipal government. The argument of efficiency is more complex and we cannot view it only in economics terms.
