Abstract

The Register of Real Estate Prices and Values (RREPV) is among the sources of information used in the process of real estate value estimation. Pursuant to § 74 of the Regulation on the Land and Property Register, the register is kept by the head of the county. Currently there are 380 counties in Poland, including 66 city counties. Such a big number of administrative units within the country, combined with different information and communication system providers, results in a great diversity of software used for keeping RREPV nationwide. The purpose of the article is to present the spatial distribution of information and communication systems in which RREPV is kept. The article describes parameters that characterize the market share of specific programs existing on the market with regard to the number of implementations, estimated number of transactions entered in the system, the coverage area of the specific system and the population handled by the specific system.

Use of the Utility Tree Technique in Process of Treats Analysis for Information Security in Information and Communication Systems

This paper describes a technique of utility tree, which can be used in process of risk analysis for information security in information and communication systems. The technique uses connections between vulnerabilities of a system's element, a frequency of an event incidence (which exploits the vulnerability) and its the importance of such events for information security. It also describes and evaluates the influence of an event on information and communication system. The technique uses a qualitative risks assessment, which makes it simple in use.

Abstract

The article presents principles of transmission and processing of the data in electronic reporting of river ships used in inland navigation. The new standard of electronic reporting of ships was shown — system Barge Information and Communication System (BICS). Results and analysis of surveys of real duplex transmission of data in BICS system for purpose of RIS Centre were presented.

Abstract

The work describes the impact the reliability of the information quality IQ for information and communication systems. One of the components of IQ is the reliability properties such as relativity, accuracy, timeliness, completeness, consistency, adequacy, accessibility, credibility, congruence. Each of these components of IQ is independent and to properly estimate the value of IQ, use one of the methods of modeling uncertainty. In this article, we used a hybrid method that has been developed jointly by one of the authors. This method is based on the mathematical theory of evidence know as Dempstera-Shafera (DS) theory and serial links of dependent hybrid named IQ (hyb).

Abstract

The success of the modern enterprise depends not only on its ability to develop a good product / service, to form an adequate price and your offer makes available to customers, but also on how to communicate with the target audience. For the management of modern enterprises, including small and medium-sized enterprises (SMEs), is a major challenge that all activities are carried out in a proper manner and that adds value to which the various interested stakeholders. In recent times, are very important, and information and communication systems in the new economy because the rapid technological progress in the ICT sector started the process of creating a new economy, a new growth and economic development. Successful management is increasingly based on interactive communication and the adopting of marketing communication new technologies, all of which contribute to more efficient business for a company.

Trends in ICT and Multimedia Supported Education

The formal educational system is facing different problems regarding adaptation towards the needs of a modern knowledge society. In the article, two important and comprehensive challenges to today's formal educational system are discussed and commented upon. The first problem is the incoherence between the needs of the labor market and formal education system outcomes in terms of graduated students. Another problem is the distancing between the prevailing traditional pedagogical methods within formal educational institutions and the ways in which students acquire information and knowledge outside of the schools as they are becoming less and less interested in traditional lectures. It is argued that specific information and communication system technologies (ICT) supported mechanisms, such as social learning and virtual communities may address these challenges. Theories of communities and social learning that may be useful for implementation in the education system are explained and practical implementation is proposed.

Abstract

We live in an information society for which the Internet, as a global system of connections between computers and, consequently, databases stored in them, plays a highly important part. Hence, more and more real property data are available. This article is devoted to the analysis of the opportunities to purchase the Register of Real Estate Prices and Values (RREPV) online from county geoportals. RREPV is one of the sources of information used in the process of real estate value estimation. Pursuant to § 74 of the Regulation on the Land and Property Register, the register is kept by the head of the county. There are 380 counties in Poland, including 66 city counties. Such a big number of administrative units in Poland, along with a great variety of different information and communication systems used for keeping RREPV, results in the fact that online access to the register data is not possible everywhere. The aim of the paper is to present the spatial layout of counties which: created the opportunity to access the National Geodetic and Cartographic Resource data via county geoportals, launched special modules for handling real estate appraisers and made it possible to purchase RREPV data online.
