Macroblock Importance Based Method for Stereo Video Congestion Control

Abstract

Transporting a stereo video stream over an unreliable channel can degrade severely the video quality. Network congestion is one of the important factors affecting the video quality. To improve the stereo video quality, a stereo video congestion control method, based on the macroblock importance, is proposed. Firstly, the importance of every macroblock is calculated according to its influence on the current frame and future frames. Then, combined with the importance information, all macroblocks of a frame are divided into three levels. Finally, the packets are transported with the help of RTP/RTCP protocol. We discard some not so important packets actively according to the importance levels when a congestion occurs. The results from NS2 simulation platform show that the stereo video quality is improved with the method proposed.

The Importance of Content Knowledge for Successful Legal Language Acquisition

One of the most difficult tasks in the instruction of legal language is teaching highly specific legal terminology. Although some legal terms are widely used in ordinary language, there are some words and phrases which seem familiar, but have an unexpected meaning for a layperson. Additionally, there is a number of terms with specific legal meanings which presuppose some knowledge of legal content to be fully understood. On the other hand, since legal language is shaped by the legal system in which it is used, legal terms reflect particular legal systems and differences between them and are therefore inseparable from the law.

This paper examines what implications this interconnection between language and law has on the process of legal language instruction and acquisition. How important is the knowledge of legal content for successful acquisition of legal terminology? What is the best approach to teaching such content-dependant language and what amount of background information needs to be taught? To answer these questions, the author analyses the results of a survey conducted among the law students attending legal language courses at the Faculty of Law in Zagreb and combines it with theoretical research and her teaching experience.

Multi-Attribute Decision Making Based on Attribute Importance Degree and Case-Based Reasoning

Abstract

To tackle a multi-attribute decision making problem, rough set and casebased reasoning are often combined. However, the reduction in a rough set is always complex. In this paper we provide a new relative importance measure about the unitary attributes values by ranking the relative importance of the attributes in the rough set theory. A new rough set model based on ranking the relative importance of the attributes is built and its properties are studied. Then unitary attributes values are utilized to compute the similarity of rules in case-based reasoning, for there might be incompletely match or miss values. A new multiattribute decision making based on case-based reasoning and a rough set based on the ranking relative importance of the attributes is constructed, which obtains rules, avoiding reduction and rule extraction.

Evaluation of Safety in the Workplace Importance in a Company from Metal Products Industry

Abstract

The article presents research results in a scope of evaluation importance of safety in the workplace in the production processes of enterprise from metal products industry. Toyota’s management principles by Jeffrey Liker were pointed out, which refers to elements of Toyota’s house roof. An innovative BOST questionnaire survey was characterized as a tool for transformation of Toyota’s management principles into questions. Research group which participated in BOST study from the metal product industry was characterized. Research results were subjected to statistical analysis with a use of basic statistical parameters. Research results showed that safety in the workplace is important factor in the company.

Socio-Economic Importance Of Associated Plant Species In Short Rotation Coppice Plantations

Abstract

Many ecosystem services do not pass through markets. Therefore, the benefits which ecosystems provide to society are largely unrecorded. Fast-growing woody crops represent a quite new and still insufficiently explored ecosystem of agricultural land which has a potential to provide several utility functions. It may contribute to satisfaction of human needs and may enhance regional health. The goal of this paper was to detect the socio-economic importance of associated spontaneous vegetation in plantations of the energy crops (hybrids of the genera Salix) and to compare it with the socio-economic importance of adjacent permanently cultivated agricultural field. There was examined the therapeutic, melliferous, feed, allergenic and toxic potential of undergrowth for each experimental plot inside the SRC plantations. The research was carried out on the agricultural land formerly used for growing cereals and root crops – the research base Kolíňany. Our results showed that energy plantation understoreys can be assumed to be the better option for contribution to the total socio-economic value of a region than agricultural fields.

How to Select Potential Sites of Community Importance to the Natura 2000 Network: The Issue of Criteria

In this paper, on the basis of experience gained at the elaboration of the Proposal of Natura 2000 network in Poland, we analyse the usefulness of criteria recommended in Annex III of the Habitats Directive (HD) for selecting proposed Sites of Community Importance (pSCI), i.e. potential Special Areas of Conservation. These are sites important for conservation of habitat types and species (except for birds), listed in Annexes I and II of the HD. The recommendations should allow arriving at the estimates of relative value of the selected areas vis-a-vis the national resources of each habitat type and species. These are, however, neither objective and quantified nor easy to apply criteria; because most of them rely on best expert judgement, which is subjective to a great extent. Moreover, the practical usefulness of the criteria is related to the level of knowledge of the distribution and size of resources of the habitat types and species of European importance. Our experience of selecting pSCI at national level indicates that this stage of work calls for more precise criteria than these recommended in the HD. We present our proposal of domestic criteria, which make easier the preliminary selection of pSCI that were tested in work with local experts responsible for regional proposals of sites to the Natura 2000 network in Poland. Because of the far-reaching consequences entailing the designation of Natura 2000, we would like to encourage a widespread discussion on criteria for selecting pSCI.
