The safe road transport system approach

Abstract

More than 1,24 million people die each year on the worlds roads and between 20 to 50 million suffer from nonfatal injuries. The UN Road Safety Collaboration Meetings under the leadership of WHO developed the Programme for the Decade of Actions for road safety taking nations into the responsibility of improving their accident figures by the five pillars of a national Road Safety Policy, safer Roads, safer Vehicles, safer Road Users and Post Crash Care. It is this Safe System Approach that takes into consideration the land use, infrastructure and transport planning, road user’s abilities and limitations and the close cooperation of all governmental and none governmental stakeholders involved.

Following the European Transport Safety Council's (ETSC) 8th Road Safety Performance Index Report on Ranking EU Progress on Road Safety; June 2014 Romania has made progress during the last 10 year but had still the highest fatality rate of 93 fatalities per 1 million inhabitants in Europe. [1]

The contribution will present the main activities of the fife pillars with a focus on PIARC's Road Infrastructure Management tools to improve safety and function of the road infrastructure based on the experiences with the land use problems in Asian, African and European countries.

A GPS based accident data system will help researchers and practitioners to improve their countries road safety.

The report will show the important steps for safer roads which had been developed in Romania and how actions of short and long term measures on all five pillars have reduced the number of traffic victims remarkable in Eastern Germany after reunification and in addition how the hierarchy of motorways, 2+1 express roads, the rural roads and traffic calming in built up areas, have improved the economic development of cities and villages in a safe way.

The Systems Approach to Transform the Capabilities of Military Logistics

Abstract

The aim of the paper is to analyze the potential and challenges of applying the systems approach to transform military logistics as an element of the armed forces development program. First of all, the structure of the military logistic system is identified and discussed. Secondly, the principles governing military logistics are studied in order to point out the requirements for a military logistic system. Thirdly, the operational capability based approach to transform and develop contemporary armed forces is considered. Finally, the systems approach to develop the capabilities of military logistics is operationalized and the tools supporting the planning of the military logistic system development are proposed.

Regional control problem for distributed bilinear systems: Approach and simulations

This paper investigates the regional control problem for infinite dimensional bilinear systems. We develop an approach that characterizes the optimal control and leads to a numerical algorithm. The obtained results are successfully illustrated by simulations.

The article presents specially developed methods for optimizing of parameters of the proposed maritime container port in Świnoujście with planned transshipment capacity of 1.5-million TEU intended for handling container vessels up to 400m length. The methods have been developed based on a system approach for the proposed maritime waterways.

Supervisory fault tolerant control with integrated fault detection and isolation: A switched system approach

This paper focuses on supervisory fault tolerant control design for a class of systems with faults ranging over a finite cover. The proposed framework is based on a switched system approach, and relies on a supervisory switching within a family of pre-computed candidate controllers without individual fault detection and isolation schemes. Each fault set can be accommodated either by one candidate controller or by a set of controllers under an appropriate switching law. Two aircraft examples are included to illustrate the efficiency of the proposed method.

Revisiting the Systems Approach: Commentary on Glăveanu’s Paper “The Psychology of Creativity: A Critical Reading”

Abstract

In responding to Glăveanu’s critical views on the psychology of creativity, this commentary summarizes seminal work that has been carried out on creativity since 1950s. It underscores the value of the systems approach and discusses key methodological issues related to this approach, including creativity assessment, the necessity for multi-level analyses, the bandwidth-fidelity-dilemma, the challenge of operationalizing creativity for empirical studies and the lack of communication across disciplines. It calls for more external support, cross-disciplinary and cross-cultural collaboration and the establishment of a more open, tolerant and creativity-conducive environment to encourage and unleash creativity in creativity research from creativity researchers.
