Although this adverse market response can possibly be addressed with public policies, risk aversion among employers is neither widespread nor substantial in size to reduce the overall overserved wage gap. The rest of the paper is organized as follows. Section 1 discusses the conceptual background. Section 2 summarizes previous research. Section 3 introduces the data and contains a descriptive analysis of education–occupational matching measures used in this paper. Econometric results and a discussion of our findings are given in Section 4
