Local planning attitudes: Comparative content analysis of municipal director plans of shrinking Portuguese cities

The analysis of these 13 regulations of the PDMs of 14 shrinking cities is just a sample but shows that population decrease and shrinkage in relation to housing development is slowly entering local planning practice, though there is not an overall coherent strategy ( Fig. 1 and Fig. 2 ).
