legislative appropriations lasting longer than two years, Mont. Const. of 1889, art. XII, § 12. capped the property tax assessment of certain mines and mining claims, Id ., art. XII, § 3. required that local funds be raised locally rather than be raised statewide, Id ., art. XII, § 4. and forbade state debt for construction of railroads. Id ., art. V, § 38. This section probably served a double purpose. The bankruptcy and near-bankruptcy of several states earlier in the century had been caused by excessive spending and debt for infrastructure, Wallis, supra note 72
