The aim of the paper is to describe the basic principles of the solution of one of the most difficult military issue. Those are the theoretical and practical issues of the firing activities on various objects. In both, in general and specific point of view, it has a fruitful reference not only for artillery specialist, but also for wider group of another branches and specialization officers.

Currently, any country that does not progress in the research and development field is regressing economically and socially. Romania, in order to advance in the scientific field to the level of other EU countries, it must make considerable efforts by developing and applying future sciences. It is necessary to motivate activities of innovation and to encourage private capital in the research and development field.
Under the conditions of the transition to a competitive economy, the human factor has a dominant role in the process of including the efficiency of the organization on a vibrating trajectory, hence the important significance of evaluating the performance of the personnel from the perspective of the utilization of human resources. Thus, it is fully justified to speak of the efficiency of the use of human resources as an essential component of the general concept of economic efficiency. If the efficiency of the use of human resources is sometimes reduced to the integral time of work in the specialized literature, the emphasis being placed on the quantitative side, a correction is demanded in the modern sense. The efficient use of human resources needs to keep pace with the qualitative aspect, which includes the totality of personnel operations: recruiting, selection, training, evaluation, promotion, social dialogue and motivational system.
Military conflicts throughout history, as well as in recent times have demanded fighters to possess a complex set of physical and mental skills meant to ensure the foundation of efficiency and functionality, an objective to be attained through a process of intensive training, which many times exerts the body to the extreme. In order to meet these requirements, the military have to adopt a proper sports lifestyle characterized by a health-conscious eating
The complexity of phenomena in modern society requires rich knowledge and practical abilities. Also, the speed at which information circulates in immense volume inhibits the ability of the interpreter to interpret it in a timely manner. Contemporary society is characterized by dynamism, by continuous renewal. It can only be known by personal, variable, and largely subjective, symbolic interpretations. The transition from knowledge as an ensemble of knowledge, information, data, to knowledge as a set of competencies determines a shift of emphasis in education, from ex-cathedra exposure to learning through experience/practice, transmission and memorization information (information), skills training, and skills. There is a need for the formation of individuals capable of analyzing concrete, new situations, and responding appropriately using logical thinking, problem solving, critical thinking, and divergent thinking skills.

The paper presents the calculation of brake mechanism which involves determining the forces needed to be applied by the drive to reach the required braking moments at the wheel. The importance of braking system characteristics derived from how to active handle the vehicle and affect, in a decisive measure, valuing the performance of vehicle velocity and acceleration. Also, to assess the performance of braking mechanism, they aim to define the coefficient of efficiency and determining effectiveness characteristic depending on the thermal regime of work. Heating influences the dynamic performance of the vehicle brakes safely. To identify the evolution of brake heating they have become the realization of a measurement chain that was used for the measurement of all parameters during a long braking period. In the conclusions presented they show temperatures measured and how they could affect the determination of wear regime in operation.
Through the development of the level of efficiency, the military organizations aim at increasing social value, which, in turn, situate it in the top position among security institutions and therefore facilitates easier access to resources. By providing an image of the map, the leader’s vision not only describes an organization’s direction or objective, but also the means of achieving its way towards becoming a guide in planning and strategy implementation efficiency. Specialists say that people, in general, and leaders, in particular, use two kinds of intelligence, one inherited/ fluid and the other crystallized and developed by education, but, in order to achieve success an addition is needed, namely, emotional intelligence. Emotional intelligence, encompasses not only the degree of empathy between the leader and the recipient institutions (organization), but also how the leader will know to manage his/her conditions determined by the environment (friendly or hostile), context (favorable or unfavorable), and the questions raised.
The improvement of the outsourcing process is directly related to the planned ideas of the managing bodies of the Bulgarian Armed Forces and the initiatives to be implemented. This in turn determines the need to analyse and evaluate the efficiency of the performance of the outsourcing service. The objective is to identify possible deviations from the requirements of the client military unit and to take action to change or improve the outsourcing process. The analysis and evaluation of the efficiency of the used outsourcing services enables an overall vision of the outsourcing process and the fulfillment of the set goals. This article studies and analyses the possibilities for applying a methodology for analysis and evaluation of the effectiveness of the use of outsourcing services in the Bulgarian Armed Forces
The purpose of this paper is to highlight the necessity of rethinking and restructuring the current system of maintenance for the military technical systems, based on the criteria of technical and economic efficiency of maintenance, as well as its management. The current maintenance system, rigorously planned and organized, but with irregular allocation of financial and material resources, could be made more efficient to the extent in which appropriate financial funds are provided and conceptual changes are brought to the objectives and to the content of the two components of maintenance, that of preventive maintenance (PREMENT) and of corrective maintenance (CORMENT) respectively. These changes at the operational level will be able to determine the reorientation of the financial resources towards maximizing the preventive maintenance activities. This is a major trend of the management of technical military systems maintenance within the NATO member states which results in important achievements in the field of manufacturing and employing military equipment.
