This article focuses on the effects of corrections to the budgetary policy in eurozone economies. The goal of the text is to check if advancement in implementing modern tools of public management is helpful in the time of fiscal adjustment. We assume that the most important role of a performance approach in conducting fiscal policy is the ability of government to implement active policy meant as structural changes in the composition of public expenditures. In the case of the need to cut general levels of public spending, public sector managers who have knowledge of performance effects of public policies should be able to conduct fiscal adjustment in such a way as to minimise negative outcomes of spending correction on society. The structure of the text is as follows. First, we present some insights on the economic effects of fiscal adjustment. Then, we discuss the concept of performance management presented in the theory and policy agendas of international institutions such as the European Union or the OECD (Organization for Economic Cooperation and Development). Finally, we present the result of an empirical exercise that is designed to combine the level of advancement in implementing performance budgeting (PB) and the social cost of fiscal adjustment in eurozone economies. The most important finding of the research is that PB tools seem to have very limited usefulness in a time of fiscal adjustment. There is no statistical evidence that countries advanced in utilisation of PB tools conduct more active fiscal policy – approach of cutting all expenditures across the border by given percentage rather than looking at priorities and social outcomes of fiscal adjustment dominates in all cases.
In line with socio-anthropological theories meant to deconstruct the secularization teleology (Berger, 1997; Luckmann, 1967; Shah, 2015), this paper aims to document recent transformations in the field of Spirituality and Religion. Inheriting the analytical dichotomy between neo-liberal and anti-capitalist forms of spirituality, introduced by Carette and King (2005), I aim to emphasize both the common points and the ruptures between the subjectification technologies used within transformative self-development and self-help programmes, on the one hand, and a form of alternative Neo-Pagan spirituality, which opposes the capitalist way of organizing social, economic, political and cultural life, on the other hand. The rupture between anti-capitalist and neo-liberal forms of spirituality rests on identifying the extent to which the spiritual domain is colonized by an economically mundane ideology, in which the subject is invited to look upon spirituality as an internal resource meant to satisfy all the tropes of the neo-liberal economic imagery: optimization, efficiency, amplified productivity, abundance and prosperity. In addition to the ethnographic justification of this theoretical construct that supports the existence of two opposed poles of constituting a spiritual self, I will adjoin the cultural relationship between spirituality and capitalism to the wider problem of secularization, by arguing that spirituality is a byproduct of late modernity and a leitmotif of the power technologies through which the neo-liberal subject is produced. 2

order to improve the quality and efficiency of civil services ( Manole, 2006 ; Ochrana et al., 2017 ; Olavarria-Gambi, 2017 ). Similar processes are taking place in the Ukrainian society; therefore, the analysis of identical transformations of other countries gives an opportunity both to draw positive results and to anticipate and avoid the probable negative risks of this process for Ukraine. Consequently, it allowed the authors to conclude that there was a necessity for deeper studies of the abovementioned problems and the identification of solutions.

The paper aims to investigate current approaches to the management of public sport facilities by local governments. In the Czech Republic, local clubs traditionally played a key role in providing sport to the public. With decreasing participation in organized sport, a significant number of clubs have been forced to transfer their facilities to local governments and the sport position of local authorities has strengthened considerably in recent years. In consequence, there have been alterations in the management of public sport facilities. The findings of statistical analysis emphasize an increasing role of specialized organizations at the expense of in-house management or external provision (facilities hired out to sport clubs). Moreover, local population and type of facility were found to be the possible reasons for different approaches. In-house management is associated with smaller municipalities whereas most of their facilities have the character of public goods. In contrast, publicly funded organizations and municipal enterprises appear in municipalities with larger populations providing sport facilities of regional importance in the form of mixed goods. Finally, clubs, as representatives of external provision, mostly provide sport facilities primarily intended for their own purposes - club goods. In the context of recent works and contemporary trends in sport participation, the research findings indicate that different forms of management may have significant effects not only on efficiency of public budgets but also on conditions for sport at local level - especially on targeting those who would participate in sport if they had access to new opportunities or leisure programs.
The purpose of this paper is to examine regulatory agencies and regulated parties in an empirical study of administrative disputes initiated against the decisions of regulatory agencies in Croatia. We first aim to provide an overview of the status and trend estimates regarding these disputes; second, to answer the question how well does the system work from the perspectives of both the plaintiffs and the regulatory agencies; third, to identify the problem areas and to compare these with problem areas identified by the authors studying the broader area of administrative judiciary in Croatia, and finally to compare efficiency level of regulatory agencies to other public authorities in confirming the legality of their decisions and actions. Data on all administrative disputes against 12 Croatian regulatory agencies’ decisions in the 17-year period between 1995 and 2011 are used to identify the main characteristics and trends relating to these disputes. Data for 2012 to 2013 was also examined to identify initial changes and emerging trends in the new administrative judiciary system resulting from fundamental legal reform as part of Croatia’s process of accession to the European Union in 2013. The results show these administrative disputes to be often costly and timely with modest outcome for the plaintiff and impressive success rate for the most of regulatory agencies.
The topic of competitiveness is becoming increasingly significant in the context of modern economics. Considering intensive processes of globalisation alongside with competitive pressure amongst the countries, competitiveness has become a necessary condition for successful economic and social development of any country. Only by creating, enforcing and maintaining international competitiveness of the country, rapid economic growth during the long term is achievable. Amongst the other urgent issues, the European Union (further the EU) public policies are also focused on competitiveness. After the failure to implement the Lisbon strategy and become “the most dynamic and competitive knowledge-based economy”, the EU declared its new competitiveness aims in the long-term strategy Europe 2020. Promotion of competitiveness is one of the fundamental aims and priority directions of the EU structural policy. The EU structural support is engaged as one of the public policy measures to promote the competitiveness of the member-states. In this context, it is purposeful to research whether the structural support is used efficiently and whether it actually contributes to the implementation of the defined aims. Under the order of various Lithuanian institutions, numerous studies on the efficiency of the EU structural support have been carried out. Nevertheless, by analysing the impact of the EU structural support, insufficient attention has been paid to the aspect of competitiveness. Considering the fact that Lithuania has entered the third programming period 2014-2020, evaluation of the EU structural investment in the country has become even more topical - for successful implementation of the aims raised for this new period, the analysis of the previous results is relevant. This determined formulation of the research problem: what impact does the EU structural support have on the competitiveness of Lithuanian economics? The empirical research has revealed that the EU structural support has a positive impact on Lithuanian gross domestic product growth, promotes foreign direct investment, research and development expenditure and increases the number of operating entities during 2004-2014 period.
