Prediction of e-Learning Efficiency by Neural Networks

Abstract

A model for prediction of the outcome indicators of e-Learning, based on Balanced ScoreCard (BSC) by Neural Networks (NN) is proposed. In the development of NN models the problem of a small sample size of the data arises. In order to reduce the number of variables and increase the examples of the training sample, preprocessing of the data with the help of the methods Interpolation and Principal Component Analysis (PCA) is performed. A method for optimizing the structure of the neural network is applied over linear and nonlinear neural network architectures. The highest accuracy of prognosis is obtained applying the method of Optimal Brain Damage (OBD) over the nonlinear neural network. The efficiency and applicability of the method suggested is proved by numerical experiments on the basis of real data.

Modern management process may be viewed as one constant series of decision making and creation of conditions for effective decision realization. In the process of organizing it is important to verify the organization effectiveness and implement corrections in order to maintain or increase this effectiveness. For the purpose of situation diagnosis and improvement of organization's results, the three-efficiency-levels approach is used (organization level, process level, workstation level). Degree of decision effectiveness (efficiency) will depend on rationality of the problem solving process. Therefore, it is necessary to determine the primary and supporting goals as well as strategies for their realization and to take care of the quality of organization's internal activities, which includes full readiness for cooperation and flexibility towards changes.

Efficiency Measurement of Project Management Software Usage at State Social Insurance Agency

Abstract

One of the activities for improvement of project management (PM) quality is to introduce or change PM software to a more suitable one for an appropriate project and team. After implementation of the new PM software, it is useful to understand real improvement and effectiveness of the PM software usage. The objective of the present research is to identify characteristics and methods for effectiveness measurement of the PM software usage and demonstrate its application for the case study to measure project team efficiency after the PM software implementation and assess impact of the PM software usage on the project performance. Mann-Whitney test and Spearman correlation coefficient have been used to analyse relevance between the PM software usage characteristics and project performance indicators with the purpose to determine the PM software usage impact on the project performance and PM quality. The case study has been performed at the State Social Insurance Agency. In order to increase PM quality, Redmine (free of charge PM software) has been implemented.
