Culture Security - Selected Issues

Abstract

Subject and purpose of work: The main goal is to offer more productive approach to security culture: viewing culture as a logical system which can be understood using theories and principles developed. Materials and methods: Cultural security issue collaborative research and discovery of literature to fully exploit social networks and open source material. Results: Cultural security issue analyzes the hard and soft power of antiquities, artworks, religious monuments, and historic structures as indicators of the political economy of cultural property. Conclusions. Analyses of the political significance of historic structures and religious monuments and the licit and illicit global market for antiquities and artworks provide insights into the strategic role of cultural property in diplomacy and international security. Integrating operational cultural principles into the specific conditions is the future and will bring depth to touchstones such as “no better friend, no worse enemy,” and “first, do no harm”.

Selected Economic Issues in the Protection of Biodiversity of Farm Animals

Summary

Subject and purpose of work: The aim of this research was to determine changes in the population of native animal breeds and to indicate the importance of subsidies under agri-environmental programs. The study concerned the years 1999-2017.

Materials and methods: The research was based on the documentation of the National Research Institute of Animal Production (PIB). An assessment of the population size of native animal breeds was carried out depending on the amount of subsidies from the national subsidy up to 2004 and from agri-environmental programs since 2005.

Results: Since the integration of Poland with the European Union and the mobilization of funds from agri-environmental programs, a successive increase in the number of farm animals covered by the protection program has been noted.

Conclusions: This investigation demonstrated a considerable, but not exclusive dependence of the dynamics of the growth of the livestock population covered by the protection program on the amount of subsidies for breeders. The preservation of EU subsidies through agri-environmental programs in the years to come is the basis for maintaining the upward trend in the abundance of native livestock populations. Also, a greater increase in the number of animals than in the number of new beneficiaries using agri-environmental programs was observed, and this is a situation conducive to breeding work. National surveys show that native breeds are a source of obtaining products with pro-health, regional and traditional properties, for which the demand is growing, and which can also help to protect the biodiversity of farm animals.

Agricultural Advisory Services in Eastern Mazovia in the Activity of the Mazovian Agricultural Advisory Centre

Abstract

Subject and purpose of work: The study presents the effects of agricultural advisory services in the eastern part of Mazovia. The effect of advisory work was the number of services provided by advisers over a three-year-long period of their work. The state institution providing advisory services for farmers in this area is the Warsaw-based Mazovian Agricultural Advisory Centre (MAAC) with a Branch Office in Siedlce. The main objective of the conducted research was to assess the performance of agricultural advisers within six counties: Siedlce, Węgrów, Garwolin, Łosice, Sokołów and Mińsk, located in the eastern part of Mazovian (pol. Mazowieckie) Province. Materials and methods: The activity of the Siedlce Branch was analysed during the years 2012-2014. Particular attention was paid to the distribution and availability of services to farmers. This study was prepared on the basis of an analysis of available internal documents from MAAC and the literature on this field. Results: Based on the performed studies, it was found that agricultural advisory services play a very important role in the adaptation of farms to changing environmental conditions. Conclusions: Nowadays, in the era of globalisation and integration farmers face new challenges, which would be difficult to meet without an efficient agricultural advisory system.
