Historically Niigata was a gateway of friendship between Japan and Russia. It is still the city deeply connected with Russia, and this is also
applied to public health. Common agreement on core mechanisms for public health managers and structuring in the public health management around them might prompt social scientists and public health academics to focus their research on applying and extending these mechanisms in the public health arena. It makes most sense to explore a question of whether there is an optimal way to provide future public health managers with background experience in the form of internships, residencies or other career development that help enrich experience and perspective.
