The issue of recruiting a quality human resource appears to be, more or less, a universal one, and it is not just an issue for the United States of America but also for Europe, as the modern armies are confronting with difficulties in recruiting and retaining military personnel. The reasons are generated by the changes of the values in civil society, as well as by the fact that the interest and motivation of joining the army are declining, especially among young people. The competition between the private labor market and the military organization is increasing due to the high level of education of the younger generation and the unemployment rate. Increasing the confidence of the population towards the army and emphasizing the its role of employer determine the connection with the young people, especially for stimulating the desire and attracting them to the military profession.
Permanent communication between bidders and consumers, who are usually spatially and temporarily separated, is a necessity, because prompt and correct information stimulates demand, directs it towards certain products and influences rational consumption, causes changes in the mentalities and attitudes of potential buyers, which will be reflected in the increase in the volume of sold goods and implicitely of the profit, as the sole purpose of the producer. The marketing communication system is the general framework in which promotion takes the form of the promotional mix, based on the four promotional tools: advertising, personal sales, promotion sales and public relations, aimed at presenting the organization, its products and services, at raising awareness of potential customers, and of course, at increasing sales to get more profit.
Management, both as a science and as a reality, exists and applies to all hierarchical levels and segments of activity, including logistics. Military logistics ensures and maintains the necessary conditions for the large units and units to be able to fulfill their missions and objectives in the best possible conditions, both in peacetime and in other situations, crisis, war, etc. Its functional areas are specific to supply, maintenance, movement and transport, medical and veterinary support, and service provision. In this context, it can be said that the management of military logistics represents the science and the art of using the material resources, as well as the management of the human resources specialized in the logistic field, in order to achieve the objectives of the organization
