The Development of Nanotechnologies and Advanced Materials Industry in Science and Entrepreneurship: Legal Indicators. A Case Study of Latvia (Part Four)

Abstract

The present scientific paper is the fourth part and continuation of the in-depth scientific study of the developed system of engineering economic indicators, where the authors obtain results from the scientific research presented in a series of works on the development of the nanotechnologies and advanced materials industry in science and entrepreneurship in Latvia. Part Four determines the essential legal indicators of the development of nano-field at the macro, micro, and meso development levels of the economic environment in Latvia. The paper provides the interaction of new identified indicators of nano-field in terms of further scientific and practical activities. Latvia is analysed in comparison with other countries in the world.

Abstract

The current scientific paper is developed to continue the research on further commercialisation of the nanotechnology products of manufacturing industries in Latvia. To create the system of engineering economic indicators for multifunctional nanocoating technologies, the scientific indicators and their theoretical justification have been used, the issues from the experts’ analysis and survey of the Latvian companies operating in the nanotechnology industry have been summarised.

Abstract

Part two of the in-depth scientific study clarifies the significant social and technical indicators of the development of nano-field at the macro, micro, and meso development levels of the economic environment in Latvia in the framework of the given theme. The analytical assessment of numerical change in socioeconomic and technical factors clearly demonstrates the interaction of nano-field with the development of science and manufacture, as found out in the study. The identified indicators are proposed to use for research, comparison and implementation in any other country of the world.

Abstract

The present scientific paper is the first part of two publications, where the authors obtain results from the scientific research presented in a series of works on the development of the nanotechnologies and advanced materials industry in science and entrepreneurship in Latvia. The study has a focus on finding proper socioeconomic and technical indicators. It provides resume on a scope of the study. The paper contains the developed structure of engineering economic indicator system, determined groups of indicators for assessment of the development of nanotechnologies and advanced materials industry in Latvia and results of the evaluation of the obtained statistics on the economic indicators.

Identity of Innovative Multifunctional Material Manufacturing Business in Latvia / Inovatīvu Daudzfunkcionālo Materiālu Ražotāju Identitāte Latvijā

Abstract

The publication comprises the results from the practical scientific investigation to define the profile and distinctions of the Latvian innovative multifunctional material manufacturing industry. The research is carried out by a holistic approach, including expert interviews, qualitative analysis of the official register data, practical survey, and financial data analysis. The paper seeks to give the detailed data on a technological profile of the mentioned representative companies, if there is a synergy or tough competition in the Latvian market. The current research is topical, because it is unique and does not have analogues in Latvia, and the research is timely due to correspondence with recently stated Research and Innovation Strategies for Smart Specialisation in Latvia. The main findings are associated with recognition of the factors that make impact on commercialisation of the finished goods, obtained financial results and planned directions of development of the respondent companies.

Nanotechnologies in Latvia: Commercialisation Aspect

Abstract

The authors consider the possibilities to apply the nanotechnology products of manufacturing industries in Latvia for further commercialisation. The purpose of the research is to find out the preliminary criteria for the system of engineering economic indicators for multifunctional nanocoating technologies. The article provides new findings and calculations for the local nanotechnology market research characterising the development of nanotechnology industry. The authors outline a scope of issues as to low activities rankings in Latvia on application of locally produced nanotechnologies towards efficiency of the resource use for nanocoating technologies. For the first time in Latvia, the authors make the case study research and summarise the latest performance indicators of the Latvian companies operating in the nanotechnology industry.

Involvement of Individuals in the Development of Technical Solutions and Rules of Management for Building Renovation Projects: A Case Study of Latvia

Abstract

In March 2016, the Latvian government approved a new support program for increasing energy efficiency in residential apartment buildings. For the support of renovation of apartment buildings in the period from 2016 to 2023, 166 470 588 EUR will be available.

Different persons, such as energy auditors, designers, architects, project managers and builders, will be involved in the process of planning, development and implementation of building renovation. At the development stage of the building renovation project, special attention should be devoted to the first stage – energy audit and technical project development. The problem arises due to the fact that each of these individuals, during the development of technical building documentation, does not work as a completely unified system.

The implementation of construction project planning and organisational management system is one of the most important factors to guarantee that the quality of building renovation project is ensured in accordance with the laws and regulatory standards.

The paper studies mutual cooperation, professionalism and the role of information feedback of personnel involved in the planning stage of building renovation, which is an essential prerequisite for the renovation process in order to achieve high quality of work and reduce the energy performance indicator.

The present research includes the analysis of different technical solutions and their impact on energy efficiency. Mutual harmonisation of technical specifications is also investigated.

Environmental and Energy Aspects of Construction Industry and Green Buildings

Abstract

Green building is an important component of sustainable real estate market development, and one of the reasons is that the construction industry consumes a high amount of resources. Energy consumption of construction industry results in greenhouse gas emissions, so green buildings, energy systems, building technologies and other aspects play an important role in sustainable development of real estate market, construction and environmental development. The aim of the research is to analyse environmental aspects of sustainable real estate market development, focusing on importance of green buildings at the industry level and related energy aspects. Literature review, historical, statistical data analysis and logical access methods have been used in the research. The conducted research resulted in high environmental rationale and importance of environment-friendly buildings, and there are many green building benefits during the building life cycle. Future research direction is environmental information process and its models.

Evaluation of Transition to Updated Regional Q-Geoid Model

Abstract

During the last years, the European and the Nordic quasi-geoid models and existing national q-geoid models covered the territory of Latvia. There are many ways for comparison and tests of results achieved. Scientists and professionals can compare models directly at some special geodetic co-location stations or use GNSS/levelling sites. The results of this research can be used by scientists and specialists in the fundamental geodetic observations for independent monitoring of existing q-geoid models and evaluation of accuracy.

The research aims at evaluating the transition to the best updated regional q-geoid model. The research objectives are the following: 1) to investigate and analyse the development of q-geoid model LV14; 2) to conduct precision research; 3) to assess the challenges of the European Vertical Reference System; 4) to draw conclusions that allow for further research in this area for development and improvement.

Within the framework of the research, the authors have used a variety of research methods. Historical and logical approaches, comparative analysis and synthesis methods, as well as inductive – deductive data analysis methods have been selected for the research.

A conclusion for such kind of studies is to implement the most appropriate q-geoid solution and to develop new astrogeodetic methods for unification, monitoring and for reliability of a geodetic reference network.
