The efficiency of polycentric development strategies in the context of economic crisis. Case study - the development of Southwest Oltenia region - Romania

Romania's polycentric development model was elaborated by the Interdisciplinary Centre for Advanced Researches on Territorial Dynamics within the University of Bucharest and by Urbanproiect SA. The elaboration of the polycentric development strategy is based on the human settlements' classification depending on their polarisation capacity and the designing of a polycentric network, able to ensure the territorial complexity necessary to the attenuation of negative impulses from the suprasystems' level. The world economic crisis may be considered the most powerful negative impulse after the Second World War, generating major disfunctionalities at the level of fragile territorial systems. The elaboration of some specific strategies, able to take into account the new challenges given by the global world, is an important preoccupation of the decision factors in order to increase territorial competitiveness.

Abstract

It is a fact that the component-oriented programming, well organized, can bring a large increase in efficiency in the development of large software systems. This paper proposes a model for building software systems by assembling components that can operate independently of each other. The model is based on a computing environment that runs parallel and distributed applications. This paper introduces concepts as: abstract aggregation scheme and aggregation application. Basically, an aggregation application is an application that is obtained by combining corresponding components. In our model an aggregation application is a word in a language.

Abstract

The current objectives to increase the standards of quality and efficiency in manufacturing processes can be achieved only through the best combination of inputs, independent of spatial distance between them. This paper proposes modelling production processes based on membrane structures introduced in [4]. Inspired from biochemistry, membrane computation [4] is based on the concept of membrane represented in its formalism by the mathematical concept of multiset. The manufacturing process is the evolution of a super cell system from its initial state according to the given actions of aggregation. In this paper we consider that the atomic production unit of the process is the action. The actions and the resources on which the actions are produced, are distributed in a virtual network of companies working together. The destination of the output resources is specified by corresponding output events.

Abstract

Background: Hepatitis C prevalence in Romania is 3.5%. Nowadays, the treatment of this condition comprise of interferon. One of the interferon’s side effects is the reduction of collagen synthesis, substance that is necessary in the process of abdominal wall healing.

Case report: We report the case of a 56 years old female patient, admitted in our Clinic for a giant, recurrent incisional hernia. The patient’s history was eventful: a hysterectomy for uterine fibroma in 2009, incisional hernia repair in 2010, the treatment with Interferon in 2011 and 2012 for viral hepatitis C. A well represented subcutaneous tissue is observed intraoperator, a wall defect of 15 cm in diameter with a 5 mm thick muscle aponeurosis lay. We performed abdominal wall plasty by components separation technique, reinforced with a polypropylene mesh disposed on lay. Postoperative analgesia was provided by inserting a wound catheter through which Ropivacaine 0,5% was continuously injected for 72 hours. The postoperative evolution was uneventful, the patient being discharged 7 days after the surgical intervention.

Conclusions: The treatment with Interferon of hepatitis C can favor the recurrence of an incisional hernia. The Oscar Ramirez procedure seemed to be the best choice for surgical treatment of this giant incisional hernia. Postoperative analgesia can be accomplished by a wound catheter through which Ropivacaine 5% is continuously infiltrated.

Abstract

Rosai-Dorfman disease (RDD) is a rare idiopathic benign disease, self-limited non-Langerhans cell histiocytosis, most frequently presented as a massive bilateral and painless lymphadenopathy, associated with fever and weight loss. Extranodal manifestations of RDD represents a true diagnosis challenge for clinicians and surgical pathologists. A 64-year-old female, known with arterial hypertension and type 2 diabetes, presented to our Surgery Clinic for a left arm painless cutaneous tumour, having its onset one year before, and rapidly enlarged in the last two months. Physical examination revealed a firm and elastic cutaneous nodular lesion of 4 x 2 cm in size, prominent to the skin, with central ulceration area of 10 x 5 mm, located on the posterior side of the left arm. Surgery was performed, with lymphoma as a differential diagnosis at intraoperative extemporaneous examination. The RDD disease diagnosis was considered at histopathological analysis and confirmed by immunohistochemistry. Herein, we describe a rare case of purely cutaneous RDD presenting as unique cutaneous ulcerative nodular lesion, surgical treated only, and without local relapse after one-year follow-up.

Abstract

This article presents short-term predictions using neural networks tuned by energy associated to series based-predictor filter for complete and incomplete datasets. A benchmark of high roughness time series from Mackay Glass (MG), Logistic (LOG), Henon (HEN) and some univariate series chosen from NN3 Forecasting Competition are used. An average smoothing technique is assumed to complete the data missing in the dataset. The Hurst parameter estimated through wavelets is used to estimate the roughness of the real and forecasted series. The validation and horizon of the time series is presented by the 15 values ahead. The performance of the proposed filter shows that even a short dataset is incomplete, besides a linear smoothing technique employed; the prediction is almost fair by means of SMAPE index. Although the major result shows that the predictor system based on energy associated to series has an optimal performance from several chaotic time series, in particular, this method among other provides a good estimation when the short-term series are taken from one point observations.

Abstract

Anesthetic management of the reptilian patient, including the design of the anesthetic protocol, is a challenge due to multiple anatomical and physiological features. Usually, anesthetic and analgesia protocols, including monitoring techniques, some of which are of low value, established in domestic animals are also applied to these patients. In the study were included five constrictor snakes in which, under xylazine-ketamine-isoflurane anesthesia, various surgical interventions lasting up to 50 minutes were performed. The severity of CNS inhibition as well as the length of different anesthetic times was monitored. The association used ensured the achievement of the surgical anesthesia depth and immobility with optimal conditions for performing surgical interventions in the oral cavity, cutaneous or amputation of hemipenis. The length of induction, surgical anesthesia and recovery fall within the limits recorded in the specialty literature for reptile.

Abstract

Obesity is a growing health burden worldwide, increasing the risk for several diseases featuring the metabolic syndrome - type 2 diabetes mellitus, dyslipidemia, non-alcoholic fatty liver disease and cardiovascular diseases. With the increasing epidemic of obesity, a new pathologic condition has emerged as a component of the metabolic syndrome - that of non-alcoholic fatty pancreas disease (NAFPD). Similar to non-alcoholic fatty liver disease (NAFLD), NAFPD comprises a wide spectrum of disease - from deposition of fat in the pancreas -fatty pancreas, to pancreatic inflammation and possibly pancreatic fibrosis. In contrast with NAFLD, diagnostic evaluation of NAFPD is less standardized, consisting mostly in imaging methods. Also the natural evolution of NAFPD and its association with pancreatic cancer is much less studied. Not least, the clinical consequences of NAFPD remain largely presumptions and knowledge about its metabolic impact is limited. This review will cover epidemiology, pathogenesis, diagnostic evaluation tools and treatment options for NAFPD, with focus on practices for clinicians.

Abstract

Creative economies are at the heart of the knowledge-based economy. The main objectives of the study are to present the spatial design of the regional systems of creativity in Romania and to identify the evolutionary trends, by creating spatial models for key economic indicators, specific to such economic activities. This paper focuses on how creative economies are concentrated in the national network of settlements and how they differentiate in terms of regional profile. Consequently, a yearly nationwide database was created for 2000-2012, which includes four-digit creative economic activities, according to the Classification of National Economy Activities, for each administrative unit in Romania. The analyses, conducted for the same period, show a concentration of creative economies as a national polycentric network which includes the capital city and cities with over 300,000 inhabitants, as well as their structured territorial systems emerging around them, representing the local and regional polycentric networks. The analysis of the economic profiles highlights the growing share of creative economies in the national economy that tends to contribute more and more to the increase of the operational complexity of the local and regional economies.
