Abstract

Interdisciplinary definitions of corruption perceive corrupt actions as contrary to legal and ethical standards affecting the public interest, perpetrated by a person in public office. The main goal of the study is to identify the factors of corrupt acts in the public sector stemming from the economic, political, cultural and social environments in the Slovak Republic. Through the Delphi method we verify the relevance of economic, political and cultural-social factors of corrupt acts in the public sector defined in the theoretical framework of this issue. The Delphi method was used under the following conditions: the anonymity of experts, feedback control and statistical determination of a consensus of experts. Expert evaluation of the factors underlying corrupt behaviour in the public sector enabled us not only to detect the overall relevance of the factors, but also to identify areas where corruption in the public sector is most widespread, according to experts. We can state that the most problematic areas include the judiciary and the police.

Abstract

Contracting services in the public sector with private for-profit and non-profit firms is one of the most prevalent types of alternative service-delivering arrangements. Concerning the positive potential of contracting, the relevant literature proposes that contracting may, but need not, improve individual choice, cost-effectiveness and the quality of delivery, equity and to some extent also expenditure control. On the other hand, many authors provide important arguments describing weak points of contracting and some risks connected with contracting services in the public sector. The main “internal” reason why contracting does not produce the expected results and even creates perverse effects in the effectiveness and quality of contracted services, is the improper implementation of contract management. This paper seeks to answer the question of what factors account for success in contracting for services in the public sector by testing the relationship between contracting performance and selected factors connected with contract management such as competition, exante evaluation of bidders, contract monitoring, contract duration, contract payment and joint problem solving and communication between the principal and the agent. This study uses a quantitative approach to investigate the research question and to analyze the original collected survey data from our own research.

Abstract

The trade off efficiency and equity issue, which is represented by income redistribution, becomes increasingly debated not only in economic and social, but also in political dimension. Solution of this trade-off problem is projected into the implementation of social policy and results achieved in macroeconomics policy, with the goal to define the optimal scope and character of the income redistribution processes. The submitted empirical study responds to this problem through the investigation of research question focused on the existence of a relationship between the social protection expenditure (expenditure on policy of family, old age and unemployment) and the achieved level of socio-economic development (quantified by Human Development Index HDI). The existence of this relationship is statistically tested in a sample of 15 countries. The research sample is heterogeneous in relation to the analyzed indicators, and it contains countries with a different level of economics development and income redistribution policy. Based on the results of quantitative analysis in most surveyed countries, impact of social protection expenditure on the reached level of economic development was confirmed. The correlation between the social protection expenditure and socio-economic development is positive in the case of the family and old-age pension policy, and negative in the case of employment policy

Abstract

Recently growing attention has been paid to the issue of public-sector innovation: scholars have progressively developed a fully-fledged field of study in this direction, since remarkable differences exist between public and private organizations. Perhaps paradoxically, the decline of NPM itself from the 1990s onwards has paved the way to further developments of this field of study, surpassing the existent model through the exploration of innovative tools for stakeholders’ involvement in public decision-making. New Public Management reforms of public administration combined with the use of information and communication technologies have brought many innovations to the public sector, among others also public e-procurement. Our objective is to identify the driver and barriers of e-procurement use in contracting-out of public goods and services based on analysis in one selected region and its four municipalities in Slovakia. This study uses a qualitative and quantitative approach and is based on original data from our own research, including data collected within the LIPSE (Learning from Innovation in Public Sector Environments) research project. The main findings of our analysis are that the use of public e-procurement is an innovative tool for contracting out the public services and as such facilitates modern public-administration reforms based on information and communication technologies.
