This article contains information on the activities of a terrorist organisation — the Islamic State (ISIS) — in Europe. Organisational structures of this association, as well as principles of its functioning and preparation of terrorist attacks have been described. The paper also presents a quantitative list of the attacks carried out in Europe in recent years. An important element of the article is the description of actions taken against ISIS by individual European countries.
One of the goals of evaluation is applying the management based on value, in order to redirect the performances of different activities of the enterprise meaning when, how, and how much to extend the businesses that bring value, and which of the operational measures have the biggest potential to raise the value. The evaluation is based on balanced sheet, balance of accounts, and then the economic balance that includes both the patrimony of the economic entity in economic values and the turnover that the entity is able to achieve. The determination of the adjusted net asset is based on the achieved economic balance. The adjusted net asset is considered the most important patrimonial value because it takes into consideration the incident of various factors on the real value of the assets and on the liabilities or debts of the entity. The evaluation of the economic entity is essential in many moments of the existence of an enterprise, as acquisition, divesture, stock holdings, stock issued, issued shared, stock sales, absorptions, fusions, etc. The specialized literature mentions as essential patrimonial values: the active asset, the adjusted active asset, the active asset reduction. Taking into consideration only their own funds and equity as resource of financing the patrimonial assets of the economic entity, we can affirm that these values correspond to the seller’ view that considers that the economic entity is terminating its activity and his main concern is only the possible selling prices.
Threats, challenges and attacks are becoming more frequent, sophisticated and damaging within the new and unique environment, known today as cyber domain. The article presents the importance of cyber defence as a field of study and the tremendous efforts that are being made to continuously adapt the military educational process to this field. Concerning the education process in this domain, we can identify a strong need for improving the way we approach it and a striving call to fill the knowledge gaps for generating a credible cyber workforce. The aim was to analyze and present a few new cyber defence courses and the curriculum developed for both content and methods of education for officer career courses at military academies worldwide. The conclusion I have reached is that there are numerous modern methods that prove to be highly efficient in teaching this new subject matter and military educational institutions are investing into the skills and competence of their personnel.
This paper proposes a new Matlab-developed algorithm for automatic recognition of digital modulations using the constellation of states. Using this technique the automatic distinction between four digital modulation schemes (8-QAM, 16-QAM, 32-QAM and 64-QAM) was made. It has been seen that the efficiency of the algorithm is influenced by the type of modulation, the value of the signal-to-noise ratio and the number of samples. In the case of an AWGN noise channel the simulation results indicated that the value of SNR (signal-to-noise ratio) has a small influence on the recognition rate for lower-order QAM (8-QAM and 16-QAM). The length of the signal may change essentially the recognition rate of this algorithm especially for modulations with a high number of bits per symbol. Consequently, for the 64-QAM modulation in a case of 25dB signal-to-noise ratio the recognition rate is doubled if the sample rate is incresed from 5400 to 80640.
The paper presents the evolution of electric motors from the point of view of the materials used. Magnetic materials and composite materials, which are used in the construction of electrical machines, are analysed. Composite materials based on magnetic materials have a large coercive field, a wider hysteresis cycle, they cannot be easily demagnetized and they absorb better the vibration energy - therefore the noise is reduced. In the design of electric machines, the aim is to obtain a higher magnetic permeability across the frequency spectrum and to reduce the losses in iron and copper. We analysed the radial electric motors with cylindrical magnets, electric motors in discoidal form with axial field and motors with magnets with transverse flux. Hard magnetic materials were presented and the advantage of their use was highlighted - they retain a significant residual magnetization which translates into a significant saturation magnetization. The synthesis of Fe nanoparticles is performed and the composite materials obtained from iron powders with organic or inorganic binders are analysed with the purpose of reducing iron losses in electric motors.
Currently, the force and logistic structures are going through a process of replacing the old equipment, physically and morally worn, and the new ones that have been bought or which are going to be selected must meet a series of operational requirements imposed by the beneficiary and through which the missions in which they will participate can be carried out. Such an analysis of the main technical and tactical features of the equipment is beneficial to users because the results of the calculations and assessments will enable command and decision makers to provide the most rational solutions from a technical and economical point of view in order to solve and perform the logistical tasks. On the other hand, thorough military knowledge of the technical and tactical possibilities of the equipment will allow the integrated planning of strategic and operative level actions, for which this equipment will be successful. In this article, the author analyzes the technical-tactical characteristics of a modern IVECO lorry, EUROCARGO 15 To 4x4 model, using as a research method the comparison of specific characteristics and sizes with the values recommended in the specialized literature and those expressed in the requirements of the beneficiaries.
Under the conditions of the transition to a competitive economy, the human factor has a dominant role in the process of including the efficiency of the organization on a vibrating trajectory, hence the important significance of evaluating the performance of the personnel from the perspective of the utilization of human resources. Thus, it is fully justified to speak of the efficiency of the use of human resources as an essential component of the general concept of economic efficiency. If the efficiency of the use of human resources is sometimes reduced to the integral time of work in the specialized literature, the emphasis being placed on the quantitative side, a correction is demanded in the modern sense. The efficient use of human resources needs to keep pace with the qualitative aspect, which includes the totality of personnel operations: recruiting, selection, training, evaluation, promotion, social dialogue and motivational system.
The paper presents some conclusions regarding the identification, processing and monitoring of sites contaminated with heavy and radioactive metals. The following categories of sites have been researched: abandoned mining areas, industrial perimeters for the processing of alloys containing radioactive metals, chemical wastes from the chemical fertilizer industry, railways and run- ways that serve to locate radioactive ores, military sites with forgotten radioactive waste, abandoned mines in which chemical and radioactive materials have been deposited, civil and industrial buildings where radioactive materials were used, tourist resorts affected by anthropic and entropic pollution, cases of radioactive floods and heavy metals from food, contamination of external geographic causes. The research includes the results related to the identification, processing and monitoring of the data of more than 350 contaminated sites.
Public Procurement is an important element of the Internal Market and a basic method of public spending and ensuring the free movement of goods, services and works by domestic and foreign companies. Through the adoption and implementation in the national legislation of the Member States of a package of Directives 2014, a new Public Procurement regime is settled. The purpose of the new Directives is to exclude the risk of giving national tenderers an advantage. There are a number of issues, including the kind of legal protection contractors can expect in Public Procurement procedures. This article analyses one of the mechanisms for controlling Public Procurement - their appeal. It relates to the judicial control exercised by the relevant national institutions in the Member States and the conditions and procedures for appeal that are governed by the national laws, once the Directives have been transposed into national legal systems. Despite a limited number of cases, the Court of Justice of EU (CJEU) also exercises judicial review within the context of a reference for a preliminary ruling, where a national court hearing an appeal against a Public Procurement procedure, has referred a question to the CJEU.
The paper addresses the first step of the 5S methodology, a widespread methodology in organizations that has as its primary focus the continuous improvement of the quality of material goods production processes or customer service delivery. This methodology has a very good application area within the defence system because this field is essentially based on a very strong organizational culture with a number of specific rigor and standards that contribute to the implementation of the five concrete stages of this methodology. In a synthetic analysis of these types of organizations, it is obvious that these activities necessary for the application of this useful tool for the organization of jobs have a solid foundation but it should be restructured according to the criteria set out in the 5S methodology.
