Analysis of the Use of Labor Force in a Patrimonial Entity

Abstract

Under the conditions of the transition to a competitive economy, the human factor has a dominant role in the process of including the efficiency of the organization on a vibrating trajectory, hence the important significance of evaluating the performance of the personnel from the perspective of the utilization of human resources. Thus, it is fully justified to speak of the efficiency of the use of human resources as an essential component of the general concept of economic efficiency. If the efficiency of the use of human resources is sometimes reduced to the integral time of work in the specialized literature, the emphasis being placed on the quantitative side, a correction is demanded in the modern sense. The efficient use of human resources needs to keep pace with the qualitative aspect, which includes the totality of personnel operations: recruiting, selection, training, evaluation, promotion, social dialogue and motivational system.

Appeal of Public Procurement Procedures

Abstract

Public Procurement is an important element of the Internal Market and a basic method of public spending and ensuring the free movement of goods, services and works by domestic and foreign companies. Through the adoption and implementation in the national legislation of the Member States of a package of Directives 2014, a new Public Procurement regime is settled. The purpose of the new Directives is to exclude the risk of giving national tenderers an advantage. There are a number of issues, including the kind of legal protection contractors can expect in Public Procurement procedures. This article analyses one of the mechanisms for controlling Public Procurement - their appeal. It relates to the judicial control exercised by the relevant national institutions in the Member States and the conditions and procedures for appeal that are governed by the national laws, once the Directives have been transposed into national legal systems. Despite a limited number of cases, the Court of Justice of EU (CJEU) also exercises judicial review within the context of a reference for a preliminary ruling, where a national court hearing an appeal against a Public Procurement procedure, has referred a question to the CJEU.

An Approach for Survey of the Sustainable Development at Regional Level: Case of Bulgaria

Abstract

Many national and EU strategies and documents put targets that will lead to a positive change for people and better life. For examples, the EU 2020 strategy assess the progress by indicators focused on employment, investment in research and development, education, energy efficient and risk of poverty. The system for monitoring of sustainable development in Bulgaria includes 56 indicators grouped in ten key areas such as socio-economic development, sustainable consumption and production, social inclusion, demographic changes, public health, sustainable transport, natural resources, global partnership and good governance. But at regional level, these sets of indicators are difficult to apply by many reasons. The aim of research was testing of an approach for survey of the sustainable development of a territorial unit. A complex index for assessment of sustainable development of territorial units was design by set of significant indicators, which evaluate socio-economic conditions for life and development in the territorial unit. The approach and the index were applied for survey of NUTS 3 level regions in Bulgaria, according the EU legislation, by using the last available official data of the National Statistical Institute of Bulgaria. Benefits of the approach using were summarized.

Assessment of the Relationship Between Entrepreneurial Orientation, Organisational Culture Adaptability and Performance of Christian Faith-Based Hotels in Kenya

Abstract

Organisational culture has been the focus in both theory and practice and has captured attention throughout the last decade because of its substantial relationship between the concept itself and its outcomes such as gaining competitive advantage and performance in businesses. Entrepreneurial Orientation refers to the strategy making processes that it provides organisations with a basis for entrepreneurial decisions and actions. Despite of its importance and being a popular entrepreneurship concept there is little evidence of research that has been done to determine the relationship between Entrepreneurial Orientation, organisational culture adaptability and performance in hotels and where applied it is minimal. The purpose of this study was to determine the relationship between Entrepreneurial Orientation, organisational culture adaptability and performance of Christian Faith-Based Hotels in Kenya. This study was anchored on the epistemology philosophy and adopted a positivist approach. The study used the mixed methods approach guided by a cross-sectional survey research design. The variable items for organisational culture adaptability and performance were measured using the five-point Likert scale and using the Denison’s organisational survey instruments. The population of the study included 72 managers and 1878 junior staff from 24 Christian faith-based hotels in Kenya. Structural equation models (SEM) and an MMR model were fitted to assess the objective of the study. Based on the SEM and MMR models, the study found that adaptability has a significant positive influencing on the performance of Christian Faith Based Hotels β= 0.520, t= 2.444, p-value=0.018). The study also found that Entrepreneurial Orientation had a moderating role on the relationship between organisational culture adaptability and performance of Christian Faith Based Hotels based on the MMR model that had a significant change in R due to addition of the interaction term (R-square change=.063, F-change=4.293, p-value=0.043). The study is important to a business because it will encourage it to adapt to the environment to improve performance.
